This Paper is to consider the situation and Problems of Information Barrier-Free on Japan, including offering several suggestions in Korea. As the result of this research, the extent of digital divide between the aged and the disabled in Japan is the worst among all the kinds of digital divide, and therefore the government's information barrier-free policy is practiced for them. This indicates that the range of their digital divide solution has change from just learning of information technology into information welfare. This paper also proposes three schemes for Korea, that is the consideration on information barrier-free and information welfare ; the stress on universal design and web accessibility ; the cooperation with government, business and NPO.
