Research Ethics Regulations
Established: June 21, 2007
Article 1 (Purpose)
These regulations aim to promote the sound development of research by establishing a disciplinary framework to enhance the rigor and ethics of research, ensuring that manuscripts related to East Asian Studies do not infringe upon human dignity and values or undermine the common ethics of society.
Article 2 (Researcher Integrity)
- 1) Researchers must be honest in all aspects of their research. Honesty here refers to integrity throughout the entire research process, including the generation of ideas, research funding, publication of results, and fair compensation for research participants.
- 2) Researchers shall regard plagiarism, fraud, manipulation, fabrication, and falsification in research as serious criminal acts and shall make every effort to prevent such misconduct from occurring.
- 3) When a researcher's interests conflict or may potentially conflict with those of others or other organizations, the researcher must disclose this and respond appropriately.
Article 3 (Openness of Research)
- 1) Researchers shall maintain the most open attitude possible for the advancement of scholarship and technology, within the scope of protecting their research confidentiality.
- 2) After research results are published, if other researchers make requests, researchers shall actively provide research-related data and results to the extent permitted by intellectual property rights or research-related restrictions.
Article 4 (Attribution of Contributions)
- 1) Authors listed in published research results such as manuscripts must be able to fulfill their responsibility by being fully knowledgeable of the research content, and authorship shall not be granted to those who did not contribute.
- 2) Official co-researchers or those who directly or indirectly contributed to the preparation of publications must be appropriately recognized in the manner indicated in the manuscript.
Article 5 (Research Ethics Committee)
- 1) A Research Ethics Committee (hereinafter "the Committee") shall be established to deliberate on matters related to research ethics.
- 2) The Committee shall consist of approximately seven members, including the Director of the Institute for East Asian Studies, the Editor-in-Chief, and editorial board members.
- 3) The Ethics Committee Chair shall be concurrently held by the Editor-in-Chief or elected from among the ethics committee members.
Article 6 (Operation of the Committee)
- 1) The Committee shall be convened when the Chair deems it necessary.
- 2) The Committee shall be constituted with a majority of registered members present and shall make decisions with a majority vote of attending members.
- 3) Members involved in research subject to the Committee's deliberation shall not participate in deliberations related to that research.
- 4) The Chair may request the submission of materials or reports from the principal investigator or responsible manager when necessary for deliberation.
- 5) Members shall maintain confidentiality regarding all matters related to deliberations.
Article 7 (Functions of the Committee)
The Committee shall deliberate on the following matters:
- 1) Matters concerning research ethics raised in relation to manuscripts associated with East Asian Studies
- 2) Good-faith reports raised concerning research integrity related to East Asian Studies
- 3) Investigation of research misconduct related to East Asian Studies
- 4) Other matters concerning research ethics submitted by the Chair
Article 8 (Handling of Research Dishonesty)
- 1) When research dishonesty related to East Asian Studies is reported, the Committee shall conduct an appropriate investigation and take action regarding the allegations.
- 2) Investigations into research dishonesty shall be conducted confidentially.
- 3) When necessary, the Committee may summon the person suspected of research dishonesty and provide them with an opportunity to defend themselves and present a rebuttal.
- 4) The person suspected of research dishonesty shall have the right to present a rebuttal to the Committee's investigation results, and the Committee shall appropriately guarantee this right.
- 5) If research dishonesty is confirmed as a result of the investigation, it shall be publicly announced and the following follow-up measures may be taken:
- ① Retraction or revision request for the relevant research publication
- ② Suspension of submission eligibility for five years from the date of submission
- ③ Referral to legal authorities, etc.
- ④ Notification to the author's affiliated institution
- ⑤ Notification to the funding agency if the manuscript was produced with research funding
- 6) If the investigation confirms that no research dishonesty occurred, the Committee may take appropriate follow-up measures to restore the reputation of the accused or suspected person.
Article 9 (Effective Date)
These regulations shall be effective from June 21, 2007.
