Abstract
The purpose of this article is to understand Ch'en Jiongming's idea of nation building project. Generally speaking, Ch'en is known for advocating and driving the federalist movement, being confronted with Sun Yat-sen. In his latter years, he wrote a paper entitled 'Proposal for Unification of China', in which he explained his vision of state unification and state making at length. To understand what he suggest as the goal of founding and unification of Republican China and what its political meaning is, I analyse his article, first in the aspect of military and financial unification, second in the aspect of governmental organization building. I think his project of founding and unification can be summed up as the above two aspects. To reach this goal, he criticised 'military rule'(軍治) of Beiyang warlords and 'party rule'(黨治) of Kuomintang. His political idea suggested in this article is a little different from his early idea of federalist movement which put an extreme emphysis on provincial regionalism, in the sense that in his latter years he proposed a total reform in the governmental organization(民主聯治制), based upon the principle of democratic 'local self-government from the below'.
