After the horizontal shift of the power from Roh Administration to Lee Administration, Korea press changed the criticism attitude regarding South-North Korea issue. The author compared the report change of the press between the power shift of the two administrations. Meanwhile, he had compared the report change of Korea press between Kim Young-sam Administration and Kim Dae-jung Administration. From this previous analysis and the present change between Roh Administration and Lee Administration he established the reporting change-flow of Korea press after the horizontal shift of the power. The study analyzed two pointsideological tendency and assessment of the government policy- in order to extract the change of the editorial tone of the Korea press. Korea press is classified into four categories in relation to ideological tendency and the assessment of government policy-conservative (Chosun Ilbo, JoongAng Ilbo, Dong-A Ilbo), progressive(Hankyoreh, Kyunghyang Shinmun), neutral(Hankook Ilbo) and governmental(Seoul Shinmun). After the shift of the power from Roh Administration to Lee Administration, most newspapers kept the previous attitude to the ideological tendency without any noticeable change, strengthening a little conservative attitude and lowering a little progressive attitude. While, after the shift of power from Kim Young-sam Administration to Kim Dae-jung Administration the change had been reverse, compared with that from Roh Administration to Lee Administration, strengthening a little progressive attitude and lowering a little conservative attitude. In conclusion, while Korea press kept their ideological tendency without any conspicuous change, they were influenced from new government to some extent. In terms of the assessment of the government policy Hankyoreh and Kyunghyang Shimun changed the attitude from affirmative to negative, Chosun Ilbo, JoongAng Ilbo and Dong-A Ilbo from negative to affirmative, which was the result from keeping ideological consistency. While Hankook Ilbo kept neutral attitude constantly, Seoul Shimun kept affirmative attitude as before in spite of change of completely different government policy.
