Abstract

This paper analyzed the new development paradigm that have pursued by Chinese readers after joining the WTO, in the 'China model' discourse view. The 4th generation readers group has set 'scientific development' and 'harmony society' as the new governing principle. It is intended to transition from quantity development policy based on imbalance development theory to quality development policy based on balanced development theory in economic policy. In society integration strategy, the change of importance is being taken from economic elite to base people. In 'China model' discussion's manner, these changes contain two important implications. First, in policy ideas despite the joining to WTO, critical mind towards the new-liberalism and the effort to find an alternative ideas is strengthening. Another one is a change from 'No blueprint reform strategy' to 'Drawing blueprint reform strategy' with ultimate and evident intention for the transformation of system that couldn't be seen in the past.
