초록
This paper examines the characteristics the reason for the discord between the intent and the unintended results of the RPNC. Especially this paper seeks to find a way to normalize the relationship between South Korea and China, because the issues raised by the RPNC have already grown from academic to political and diplomatic ones. China has been emphasizing that the history of Goguryeo was only an academic research project, to progress in the research areas of the RPNC defined as "national, racial unification and reorient stabilization." On the other hand, many Korean scholars insist that the RPNC was just an effort to promote “historical hegemony” in a systematic and organized manner by the Chinese government Through this analysis, this paper found sensitive differences between the historical distortions and the political and territorial intent of the RPNC. Though the political implications of the RPNC have been amplified beyond objective facts, it is hard to deny that China has begun adjusting to the existing realities in the Korean peninsula through the RPNC. And this paper suggests some effective strategy. First, South Korea should tackle the weakness inherent in China’s self-centered ‘ahistorical’ view. Second, South Korea must press the Chinese government to revise the criteria by which the contents of Chinese history textbooks are determined. Third, we also need to avoid an overly aggressive and nationalist response to China’s actions. Fourth, the issue of history and the issue of territory must be approached differently. Fifth, theoretical discourse must be expanded beyond territorial boundaries. Lastly, the South Korean government must remember that there is no “winner takes all” in foreign relations.
