Abstract

The prolonged COVID-19 has brought numerous challenges in achieving the goals of the ASEAN Socio-Cultural Community(ASCC). While the pandemic has revealed the limitation of a state-oriented approach, the notion of human security has increasingly become important to ASEAN to ensure the safety of individuals and communities. The ASCC connotates the elements for realizing human security. The article takes a critical review of the progress and state of the ASCC blueprint 2025. It argues that the adoption and implementation of the concept of human security in the post-COVID-19 era is a critical element of cross-sectoral cooperation in building the ASEAN Community. The accommodation of human security as norm clusters will stimulate the actual practice of ASEAN norms, which can be a critical juncture for ASEAN to be a norm entrepreneur or a message entrepreneur. To practice the ASCC requires the ASEAN Member states' perception of human security.
