Promotion Strategy in Japan-North Korea Negotiations and North Korea Policy under the Koizumi Regime

Abstract

The purpose of this study is to analyze the Koizumi regime's policy toward North Korea and the strategies used to promote negotiations between Japan and North Korea. The Suga and Abe cabinets have repeatedly stated two things: that the abduction of Japanese citizens by North Korea is ‘the most important issue in the cabinet,’ and their willingness to meet North Korean leader Kim Jongun without any conditions. However, after more than 30 years have passed since the first negotiation to normalize diplomatic relations between Japan and North Korea, this has not been achieved. No former or subsequent government has been able to achieve better results than those of the Koizumi regime. For this reason, this paper analyzes the negotiations between Japan and North Korea under the Koizumi regime, in particular focusing on the strategies used to resume the suspended negotiations. As a result of the analysis, the Koizumi regime’s negotiation promotion strategies can be summarized as follows. First, they selected a person to be in charge of holding the negotiation from outside of the Ministry of Foreign affairs, and they were willing to send in new or different actors who had political power if and when previous efforts failed. The Ministry of Foreign Affairs was mainly responsible for designing proposals and putting forward alternative options to promote the continuation of negotiations between Japan and North Korea under the Koizumi cabinet. Second, in order to bring North Korea to the negotiating table, they introduced some diversified bargaining chips and they also demonstrated that they had the ability to make their offers concrete. Third, the Japanese abduction issue was raised as an international issue, in particular as a human rights issue, through the media and various channels, thereby spreading awareness of its seriousness to the international community as well as in the domestic sphere. Fourth, the linkages of South Korea's North Korea policy and the Six-Party Talks created some synergistic effects on the improvement of relations between Japan and North Korea. As a result, the Koizumi regime made the public and political circles in Japan recognize the seriousness of the abduction issue, spread awareness of the need solve it using his regime’s bargaining strategy. Having secured public and political support, the regime managed to instill legitimacy into and give momentum to the negotiations.
