Historical Considerations and Issues of North Korea's Demand for a Peace Agreement

Abstract

The crisis on the Korean Peninsula is rising again, such as North Korea's slander against South Korea, bombing of the South-North Joint Joint Office, and allegations of South Korean military action. At the same time, North Korean Foreign Minister Lee Seon-kwon criticized the US policy toward hostility toward North Korea through the 2nd anniversary talks. The current situation in which the ups and downs of North-South and North American relations are repeated provides significant implications for this study. In the past, the two Koreas have focused on building the foundation rather than the preferential conclusion of a peace agreement. However, due to the structural limitations of the divisional system, practical results were not achieved, and detailed discussions on the peace agreement were not progressed. The priority signing of the peace agreement is likely to provide a breakthrough in the inter-Korean and North American relations. From this perspective, the purpose of this study is to examine the major issues raised in the process of signing a peace agreement after the Declaration of Panmunjom on a case-by-case basis. To this end, it would like to reinterpret the historical situation of North Korea's demand for a peace pavilion and a peace agreement and present a peace agreement task for the transition to a peace regime on the Korean Peninsula.
