The main purpose of this paper is to analyze the strategies of the United State and North Korea surrounding North Korea nuclear issue. For academical explanation, I drew some international relation theories, Hegemony theory, Deterrence theory and Power balance theory. As the result of the theoretical analysis, I found out that Bush administration utilized the Deterrence strategy based on hegemony power, while Kim Jung-il regime used the Power Balance strategy based on self-help diplomacy.
