A Study on Liquidation of Germany and Japan by America Foreign Policy: The Case of "War Criminal" and "National Compensation" after WW2

Abstract
After WWⅡ, Germany and Japan had a same problem which is returning to international society. However, they have different international relations with other countries in the process. That is, Germany has tried to reconcile to neighboring states and has good relations with them while Japan hasn`t. Moreover, the two criminals-Japan and Germany-have different understanding and recognition about their past behavior. Finding the reasons, I focused the initial time when the war ended. Then, I analyze the process and result by using Kegley and Wittkopf`s policy-making process and power countries` strategy. As the analysis, Germany and Japan were reevaluated as strategically, economically, and geopolitically important states by America which is the strongest country at that time. So, America set a different strategy to each country; multilateralism in Europe, bilateralism in East Asia. Then, it affects war criminal`s trial, national compensation, and thoughts of the people of the two countries until these days.
